What tools or processes do you use to work through to a design solution?

I have a many tools and I decide which to use based on the context: project type, project maturity (is it new, an iteration, etc), time available, budget available, etc. I then gave a couple of examples of longer and shorter term projects with different resources, etc to illustrate what kind of tools/processes I might use.
