Interesting because I've recently been asked to recommend former colleagues for open Dynatrace opportunities including several remote positions. How about taking a "managing up" approach to this situation, and schedule a remote team meeting of your own to discuss opportunities, etc and then invite your manager? I have found that if I don't like the way something is done here, and I can show a better way to do it, my manager lets me run with it. Give it a shot. it might get your manager to step up to their responsibilities. Or, you might be asked to be team manager. Sounds like you "get" their needs.
