Maveric Systems Senior Automation Test Engineer - Quality Assurance interview questions

I believe the persons who are taking the interviews are not that level expert to judge the interviewee knowledge and technical skills. For me, after cracking 2 rounds of interview (each 45 mins with live coding with explanation of logics), HR was very much interested to release the offer initially. As I have asked the expected salary (as mentioned before scheduling the interview) and HR told that he would check with their manager and get back to me. As I haven't get any reply for 2 days, I have reached the HR for the update. He mentioned that they can't offer as I mentioned, and panel comments are not that high to provide the expected package. I could not understand that, can't these guys decide the candidate efficiency before processing to HR discussion and don't they have min knowledge to check the eligibility of salary before scheduling the interview. I'll look forward that HR would learn min basic things before scheduling and processing to interview which saves both time.
