I applied online. The process took 4 months. I interviewed at IRS (Fresno, CA) in Jan 2011
Interview
There was no interview. I qualified based on my education and experience. The only thing that followed after a callback was a background check and fingerprint scanning. For other similar positions, there was a typing test, which, along with your resume, gave you priority in determining what position you wanted and the timeframe you wanted to work (day shift, swing shift, etc.).
